fourth India Justice report 2025

♦ The fourth India Justice report 2025 was released on 2025 April 15. ♦ According to this, there are only 15 judges per million population in the country, a far cry from the Law Commission's recommendation of 50 judges per million population. ♦ In contrast, the USA has 150 judges per million population, according to a January 2024 New York Times news report, and Europe had an average of 220 judges per million in 2022, according to an October 2024 Council of Europe report. ♦ The report was initiated by Tata Trusts in 2019 and the fourth edition of the report was in collaboration with the Centre for Social Justice, Common Cause, Commonwealth Human Rights Initiative, DAKSH, TISS-Prayas, Vidhi Centre for Legal Policy, and How India Lives. Highlights: ♦ While the vacancies in high courts stood at 33 percent of the total sanctioned strength, the report claimed 21 percent vacancies in 2025, indicating a high workload for the existing judges. ♦ Nationally, in the district courts, the average workload is 2,200 cases per judge. In the Allahabad and Madhya Pradesh High Courts, the caseload per judge amounts to 15,000. ♦ The overall share of women judges, the report said, in the district judiciary increased from 30 per cent in 2017 to 38.3 per cent, and it increased from 11.4 per cent to 14 per cent in the high courts in 2025.

♦ Former Supreme Court judge Dinesh Maheshwari was appointed Chairperson of the 23rd Law Commission on 15 April 2025. ♦ The 23rd law panel was set up on 2024 September 3 for a period of three years. ♦ Advocate Hitesh Jain and Professor D P Verma have been appointed full-time members. ♦ Verma was part of the previous law commission too. ♦ According to its terms of reference, the commission is also tasked with examining whether a uniform civil code can be introduced in the country. ♦ Justice Maheshwari retired from the Supreme Court in May 2023. ♦ He took oath as judge of Rajasthan High Court in September 2004 and was transferred to Allahabad High Court in July 2014. ♦ He became the chief justice of the Meghalaya High Court in February 2016 and then the Chief Justice of the Karnataka High Court in February 2018. ♦ He took oath as a judge of the Supreme Court in January 2019 and demitted office on May 14, 2023.

♦ Tamil Nadu Chief Minister MK Stalin announced in the legislative assembly the formation of a three-member high-level committee aimed at safeguarding state autonomy on 15 April 2025. ♦ The committee, led by retired Supreme Court Chief Justice Kurien Joseph, is tasked with recommending measures to review the provisions of the Constitution, laws and policies concerning Centre-State relations and recommend appropriate steps to strengthen the States’ autonomy and federalism. ♦ An interim report is expected by January 2026, with a final submission by 2028.

India’s total exports of goods and services rose by 5.5%

♦ India’s total exports of goods and services rose by 5.5% to a record $820.93 billion in the financial year 2024-25, compared to $773 billion in the previous year (2023-24). ♦ Merchandise exports stood at $437.4 billion, while non-petroleum exports registered a 6% year-on-year increase, reaching $374.08 billion in FY25. ♦ However, India’s trade deficit widened to $21.54 billion in 2025 March, up from $14.05 billion in 2025 February, according to data from the Ministry of Commerce and Industry. ♦ Compared to February, exports in March jumped 13.75%, while imports grew 24.6%.

భారత న్యాయ నివేదిక-2025

దేశంలో ప్రతి పది లక్షల జనాభాకు 15 మంది న్యాయమూర్తులు మాత్రమే ఉన్నారని భారత న్యాయవ్యవస్థపై విడుదలైన ‘భారత న్యాయ నివేదిక-2025’ వెల్లడించింది. అదే అమెరికాలో ప్రతి 10 లక్షల మంది పౌరులకు 150 మంది జడ్జీలు, ఐరోపాలో 220 మంది జడ్జీలు ఉన్నట్లు వివిధ గణాంకాలు పేర్కొన్నాయి. 2019లో టాటా ట్రస్టు ఆధ్వర్యంలో ఈ అధ్యయనం మొదలుకాగా ‘భారత న్యాయ నివేదిక-2025’ పేరుతో నాలుగో ఎడిషన్‌ తాజాగా విడుదలైంది. సెంటర్‌ ఫర్‌ సోషల్‌ జస్టిస్, కామన్‌ కాజ్, కామన్వెల్త్‌ హ్యూమన్‌ రైట్స్‌ ఇనీషియేటివ్, దక్ష్, టిస్‌-ప్రయాస్, విధి సెంటర్‌ ఫర్‌ లీగల్‌ పాలసీ, హౌ ఇండియా లివ్స్‌ వంటి సంస్థలు ఈ అధ్యయనంలో పాలుపంచుకున్నాయి. నివేదికలోని అంశాలు: దేశంలో 140 కోట్ల జనాభాకు 21,285 మంది జడ్జీలు ఉన్నారు. అంటే ప్రతి 10 లక్షల మందికి 15 మంది న్యాయమూర్తులు. 1987లో ఏర్పాటైన న్యాయ కమిషన్‌ ఈ సంఖ్య 50గా ఉండాలని సూచించింది. 2025లో హైకోర్టుల్లో మొత్తం మంజూరు చేసిన పోస్టుల్లో 33 శాతం జడ్జి పోస్టులు ఖాళీగా ఉండగా, జిల్లా కోర్టుల్లో అది 21 శాతంగా ఉంది. జాతీయ స్థాయిలో చూస్తే జిల్లా కోర్టుల్లో ఒక్కో న్యాయమూర్తిపై 2,200 కేసుల పనిభారం ఉంది. జిల్లా కోర్టుల్లో మహిళా జడ్జీల ప్రాతినిధ్యం పెరిగింది. 2017లో వారి సంఖ్య 30 శాతం ఉండగా 2025లో 38.3 శాతానికి పెరిగింది. హైకోర్టుల్లో 11.4 శాతం నుంచి 14 శాతానికి చేరుకుంది. మొత్తంగా ప్రస్తుతం ఒక హైకోర్టులో మాత్రమే ప్రధాన న్యాయమూర్తిగా మహిళ ఉన్నారు.

న్యూయార్క్‌ నగరం
