FDI

♦ The Union Cabinet approved a proposal to raise the foreign direct investment (FDI) limit in insurance firms from 74% to 100% on 12 December 2025. The move is expected to draw substantial foreign capital, increase competition, and improve customer services across India’s insurance market. ♦ By lifting the cap, the government aims to attract long-term global investors and deepen the sector’s capital base. ♦ The reforms form part of a broader push to expand insurance penetration and align with the government’s long-term vision of achieving ‘Insurance for All by 2047’. ♦ To give effect to the changes, amendments to the Life Insurance Corporation Act, 1956, the Insurance Regulatory and Development Authority Act, 1999, and the Insurance Act, 1938 will be introduced as part of the comprehensive legislative exercise. MGNREGA name changed: ♦ The Union Cabinet is likely to approve renaming the national employment scheme from MGNREGA to Pujya Bapu Gramin Rojgar Yojna. The government will bring the Pujya Bapu Gramin Rozgar Guarantee Bill for MGNREGA, which will guarantee 125 days of work to the rural poor in a year. The government will allocate Rs.1.51 lakh crore. ♦ The National Rural Employment Guarantee Act 2005 (NREGA), later renamed as the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), is a labour law and social security measure that aims to guarantee the “right to work”. ♦ It aims to enhance livelihood security in rural areas by providing at least 100 days of wage employment in a financial year to every household whose adult members volunteer to do unskilled manual work.

Viksit Bharat Shiksha Adhikshan Bill

♦ The Union Cabinet cleared the proposed Viksit Bharat Shiksha Adhikshan Bill on 12 December 2025. The bill paving the way for a major overhaul of higher education regulation and giving legislative shape to a key commitment of the National Education Policy (NEP) 2020.  ♦ The proposed law seeks to establish a single overarching authority for higher education, replacing legacy regulators such as the University Grants Commission (UGC), the All India Council for Technical Education (AICTE) and the National Council for Teacher Education (NCTE). Medical and legal education will remain outside its ambit, it is learnt. The Bill is likely to be placed before the Parliament in the current session. ♦ The proposed legislation was earlier named as Higher Education Commission of India (HECI) Bill is now called the Viksit Bharat Shiksha Adhikshan Bill.

Train Accidents

♦ The number of annual consequential train accidents dropping sharply from an average of 171 between 2004 and 2014 to 31 in 2024–25 and just 11 so far in 2025–26. The update was shared in the Rajya Sabha by Railways, Information & Broadcasting and Electronics & IT Minister Ashwini Vaishnaw on 12 December 2025. ♦ The Ministry said all sabotage-related cases reported in 2023 and 2024 were registered by state police and GRP units, followed by arrests and prosecution.  ♦ Over the same period, investment in safety-related activities has nearly tripled — from Rs.39,463 crore in 2013–14 to Rs.1,16,470 crore this year (2025).

CoalSETU

♦ The Cabinet Committee on Economic Affairs approved a new policy mechanism called the CoalSETU window on 12 December 2025, creating a fresh pathway for long-term coal linkages across diverse industrial users and for exports. ♦ The CoalSETU window will be added to the existing Non-Regulated Sector (NRS) Linkage Auction Policy of 2016. Unlike the current system, where linkages are reserved for specified end-use sectors such as cement, sponge iron, aluminium, steel and captive power plants, the new mechanism allows any domestic industrial consumer to participate in auctions. ♦ Under CoalSETU, linkage holders may use coal for their own consumption, washing, or export, but resale within India will be prohibited. Export is allowed for up to 50 percent of the allocated quantity, and companies can distribute coal among their group entities as per operational needs. ♦ The CoalSETU window is the latest in a series of reforms aimed at opening up the coal sector, following earlier steps that allowed commercial mining without end-use restrictions. The new policy is positioned as an extension of that shift, reinforcing the Government’s focus on transparent allocation and optimal utilisation of domestic mineral resources.
